School Heating FAQs
In England, there are no regulations that specify minimum temperatures for classrooms or any other part of schools. However, the National Education Union (NEU) recommends that temperatures in school classrooms should be at least 18ºC.
Additionally, The Workplace (Health, Safety and Welfare) Regulations 1992 applies to all workplaces and requires temperatures to be “reasonable”, defined as "normally at least 16°C". This would apply to non-teaching areas and classrooms outside of teaching times.
In the UK, there are several regulations that apply to heating systems in schools:
- The Workplace (Health, Safety and Welfare) Regulations 1992. This states that all workplaces must be a minimum of 16°C. However, the National Education Union (NEU) recommends that temperatures in school classrooms are at least 18ºC.
- The School Premises (England) Regulations 2012. This sets out specific requirements for school premises, including requiring local authorities to maintain sufficient and adequate heating systems in schools
- Gas Safety (Installation and Use) Regulations 1998. This applies if the school’s heating system is powered by gas, such as a gas boiler. Gas heating systems must be installed and serviced regularly by a Gas Safe registered engineer. All the engineers at Warmshire are Gas Safe registered.
- Building Regulations: Part L - Conservation of Fuel and Power. This requires schools to ensure their heating systems are modern and energy-efficient

The best type of heating system will depend on the school’s size, layout, location, budget and requirements. Here’s an overview of the four most common types of heating systems used in schools:
- Central heating systems. These are a highly reliable choice and are commonly used in schools and other educational establishments. They can heat areas quickly and are capable of maintaining a constant temperature. Gas or oil-fired boilers are a good choice.
- Warm air heating systems. This is where warm air is used to heat the school building using ducts and vents. This type of system is very good at heating up large areas, such as sports halls, very quickly, but a new warm air heating system will typically cost more than a traditional central heating system.
- Radiant heating systems. This works by warming people and objects in a room through infrared radiation, rather than through warm air or hot water. It includes underfloor heating systems. Radiant panels are much slimmer than radiators meaning they can be a better option where space is limited.
- Heat pumps. These extract heat from the air or ground and are one of the most energy-efficient choices. Despite the high initial investment, heat pumps are very affordable once installed and can last for many years.
There are several factors you should consider when choosing the best heating system for your school or college, including:
- The school’s size and layout. How many rooms need to be heated? What is the largest room, such as a sports hall or auditorium, that will need to be heated?
- Energy efficiency. How important is energy efficiency? Does your school have any sustainability goals which need to be met?
- Cost. How much have you budgeted for the installation of your new school heating system? Many of the systems which offer the lowest running costs cost the most to install.
Yes, there are several government grants that can help schools become more energy-efficient, including:
- DfE Energy Efficiency Grant. Schools, sixth forms and colleges in England are eligible for a share of a £500 million energy efficiency grant.
- Condition Improvement Fund (CIF). This is support that’s designed to help educational buildings remain in good condition. It can be used to install a better heating system if the existing one is inadequate or failing.
A well-maintained school heating system can last between 15 and 30 years. However, the exact lifespan will depend on the type of heating system and whether it is regularly maintained and serviced.
